I´d like to put up a website to showcase my portfolio in design and programming, but I would also like to use the site to sell my skills and design and host web sites for customers. Does that make me a reseller? Is host reselling the option I should look for?
I would appreciate recommendations for which provider to sign up with, I need to publish sites using anything from Drupal to flat file html.

Reseller account: Get this if your clients want access to their own control panel, have their own set of settings, and do this kind of stuff themselves.
Regular account: If your clients are mostly small business owners who aren’t technically inclined, you’ll probably be the one to do maintenance for them. In this case you won’t need a reseller account. A regular account would be better since it’s more affordable.

Even with significant upgrades to your setup, you likely will lack the infrastructure to adequately provide for any significant amount of website traffic. And if you are having to ask here how to set one up, then you almost certainly will not have the tools to properly maintain and support it.
A better bet is to become a reseller for an existing host, like GoDaddy — https://www.godaddy.com/gdshop/wwd_landing.asp.You can make money, handle clients, and offer a lot more than you’d be able to putting it together yourself. And if there’s a technical issue, you have a resource to use instead of being on your own.
If you want something more hands-on, you can rent a server from a place like The Planet — https://www.theplanet.com/ — that provides you a server to host on with an admin system like Plesk that is more hands-on as far as setting up accounts and sites, but is pretty simple to use and ensures your hosted sites have proper bandwidth available, site backups, power redundancy and other features a proper web host should have.
